Fix for bug# 1694503 - Bug in Shing Tower, re-arranged the stacking order so that the altar appears when show invis is used, the other issue with the invis door was fixed in an earlier commit. Other changes are due to map editor reformatting.

- Fix bug introduced when replacing big lake tiles with sea tiles. The dragon

was blocked. Set no_pass 0 on affected tiles.
- Add arch blocked (w/ no_pass 0) to prevent seeing artifacts of the moving
dragon transport if the client view is set larger than the size of the map.
