This was from the 'mak' directory.

 It appears to be complete.  It is meant to be linked into the city.

Taking a quick look at the map, however, they appear to be break one of the
main guidelines - large monsters that are trapped in small spaces.  As the
maps are, any character (provided they have powerful enough spells) should be
able to kill these monsters with no risk to themselves.
